What We Mean by Sovereignty
Sovereignty isn’t the color of a flag or a shareholder’s nationality. Nor is it self-sufficiency or isolationism. It’s the ability to make decisions—and to ensure we can’t be cut off. Depending on the context, it takes different forms.
Sometimes it’s independence, when the asset is vital and irreplaceable. Sometimes it’s control, when a market exists: multiple suppliers of equivalent size and quality, interchangeable, who are subject only to our laws. Sometimes it is the ability to produce, when expertise is scarce and must be preserved or rebuilt. And always, it is resilience against disruption: a compliant contract offers no protection if the technology and management remain in the hands of a third party who can shut everything down.

We do not put anyone on trial. Suppliers, institutions, and programs are subjects of analysis, never targets. We dissect discourse and structures, not intentions. And we keep extremes at bay: neither isolationism, nor identity-based withdrawal, nor interventionist excesses. Sovereignty is a matter for adults; we treat it as such.
